echnical Guidelines

1. Matches played in accordance with the Laws or the Game

All matches shall be played in accordance with the 2008 version of the Futsal Laws of the Games published by FIFA.

In the case of any discrepancy in the interpretation of the Laws of the Game, the English version is authoriatative.

If there are fewer than five players on either or the beginning of the match, the match will be abandoned. In the case, the BIMP-EAGA Futsal Organising Committee decides on the consequences.

2. Competition System

The competition shall consist of two stages

Group Stage (league system)
Knockout Stage (Quarter finals, Semi finals, third placing and final)

The BIMP-EAGA Futsal Organising Committee will form groups by means of draw.

The BIMP-EAGA Futsal Organising Committee decides on the playing system, the group formation and the duration of the Competition. Such decisions are final. In the case of withdrawals, the AFC Futsal Committee may change the group in accordance with the provisions.

In the league system the ranking in each group determined as follows:

Greater number of points obtained in all group matches,

If two or more Teams are equal on the basis of the above criterion, their place shall be determined as follows:

  1. Greater number of points obtained in the group matches between the Teams concerned;

  2. Goal difference resulting from the group matches between the Teams concerned;

  3. Greater number of goals scored in the group matches between the Teams concerned,

  4. Goal difference in all the group matches,

  5. Greater number of goals scored in all the group matches,

  6. Kicks from the penalty mark if only two Teams are involved and they are both on the field of play,

  7. Drawing of lots

3. Duration of Matches

For the group matches, each match shall comprise of two (2) periods of ten (10) minutes playing times, with an interval of three (1) minutes in between from signal ending the first period to the signal starting the second period. There will be no extra-time.

For the quarter-finals, semi-finals and third place matches, each match shall comprise of two (2) periods of fifteen (15) minutes playing times, with interval of three (3) minutes in between from signal ending the first period to the signal starting the second period. If the result is still a draw, there will be no extra-time after. Kicks from the penalty mark shall be taken to determine the winner, in accordance with the procedure described in the FIFA Laws of the Game.

For the final, the match shall comprise of two (2) periods of twenty (20) minutes playing times, with an interval of three (5) minutes in between from the signal ending the first period to the signal to the signal starting the second period. If the result is still a draw, there will be no extra-time after. Kicks from the penalty mark shall be taken to determine the winner, in accordance with the procedure described in the FIFA Futsal Laws of the Game.

Each Team may call for one (1) time-out per half when the ball is in their possession, consisting of one (1) minute. A time-out can be taken in the extra time.

4. Dates of the Competition

The dates of The Competitions are 28th-30th November, 2008.

The Competitions schedule is appended.

5. Official Training Sites

Time permitting, teams may be availed training sites; to be determined by The Organising Committee.

6. Match Balls

The futsal balls chosen for the Competition shall conform with the FIFA Futsal Laws of the Games and bear one of the following three quality standard designations licensed by FIFA:

“FIFA APPROVED”
“FIFA INSPECTED” or
“INTERNATIONAL MATCH BALL STANDARD”.

Pursuant to the FIFA Laws of the Game, the manufacturer’s authorised trademark (as a graphic logo or a name, or a graphic logo and name combined) may only be used once provided the size of the trademark does not exceed 50cm2. The name of the Futsal Ball may be displayed and shall not exceed 50cm.

The Futsal Balls for the matches in the Competition shall be selected and supplied by Organising Committee.

7. Technical Regulations for the Competition:

Group Stage

  1. The Teams of sixteen (16) Members Associations to take part in the Competition shall be divided into four (4) groups of four (4) Teams each.

  2. The BIMP-EAGA Futsal Organising Committee shall divide the Teams into groups by drawing lots in public.

The Teams in the four (4) groups shall be designated as follows (alternatively, based on the number of entries the required numbers of group will be designated in the same way):

8. Size of Delegation attending matches

Each Teams delegation arriving to play a match can be made up of no more than:

  1. A maximum of ten (10) players, and

  2. A maximum of five (5) officials

9. Eligibility of Players, List of players

A player is eligible to play in the Competition provided he fulfils all the following conditions:

  1. He is a bona fide citizen of the country she represents. Naturalized citizens must have been naturalized for a minimum period of twenty-four month before they can be eligible as citizens of the participating members association’s country.

  2. Only individual passport issued by the competent authorities shall be proof of their identity. Group passport, or similar documents, will not be accepted.

  3. He is born on or after 1st January 1988.

  4. Each Manager Team must present the passport (issued by the competent authorities of their country as proof of their nationality) of all players who participate in this Competition.
